[rt-users] Translate request-tracker

On a related note,
I am in the midst of doing my alternate version of the german 
translation (which is great, but I like my style more(-: ). Doing this, 
I saw that there are 'tickets' and 'requests' in RT3. Is there a 
functional difference between both that I am not aware of, or are both 
regarding the same thing?
