No. that's a vendor URI scheme. It's a unique id for that ticket.
It's not an HTTP url. arguably, it should be smarter about displaying
that string in a friendly way

That's an anchor for linking into a specific transaction. And yes. it
was malformed. That's fixed in 3.0.2pre6
