Hmm.  I guess you're right. (I didn't go look it up.)  In that case, the
logic in various parts of RT is broken.  This whole discussion is an
indicator of an example of that; you can't be doing lowercase() and
comparing/searching!

(In other words, it doesn't support case-sensitive local parts now!)
