[rt-users] File attachment limit

While I agree this is true, I also discovered that I had to modify
"max_allowed_packet" in the MySQL configuration, which was only 1 MB
by default. It seems that this setting must be at least as big as the
attachment size set in RT.

I'm using RT 3.0.6.
