[rt-users] Upgrade Issues

Nevermind.  There was a phanton httpd process running that was taking all
incoming requests even after a new process was started.  Why apachectl
didn't kill it I don't know, but oh well.

I followed the instructions for upgrading, and went from 3.0.2 to 3.0.6.
After following the procedures and restarting Apache, I'm still seeing 3.0.2
on the login screen.  Does anyone know what steps I might have missed?
