[rt-users] Wrong permissions on files in the contrib dir

Hello

I tried to grab http://www.fsck.com/pub/rt/contrib/3.0/rt-cvsgate.txt
but got a error message.

Forbidden
You don't have permission to access /pub/rt/contrib/3.0/rt-cvsgate.txt
on this server.
