[rt-users] Ticket ID containing date

I don't know where you've seen this, but there is no way to do it in
stock RT without a bunch of tweaking.
(Actually.. I think it could be done fairly simply using a global
custom field and a global OnCreate Scrip.. but it still requires
knowledge of the RT API.)
