Three things to do:
1) Set user rights for the queue (or globally) - at least Watch or 
WatchAsAdminCc
2) Add user as queue watcher
3) Set up scrips (global, or per queue), or check they exist, to notify the 
watcher
 - e.g. "On Correspond Notify AdminCcs with template Admin Correspondence"
