[rt-users] clarification

A user does the following:
   Login-> Click on queue-> Click on first ticket in listing->
   Click on "Next"

All the tickets in the listing are initially "open/new". If another user
"resolves" one of these tickets, then the resolved tickets will show up
when the first user clicks on "Next". Is this the desired behaviour, and
if is, then how can it be changed?
