[rt-users] No email just post

Hi All

I have a group of users who belong to one queue. Now those users want to
be able to post reply and comment as transactions but not want to
receive any email. In other words when they reply or comment to a ticket
they don't want any email generates to the owner/requestor/anyone else
but still want a transaction appended to the ticket
