[rt-users] Extracting tickets/Altering Tickets from a standalone application

I would like to access the RT system from a standalone application 
(basically develop an application that pops up on the users screen when 
a new ticket is given to them, or its past due, Microsoft Outlook-like.  
Is there any easy way to access the ticket's data through RT?  I would 
like to be able to read tickets, edit tickets, and the such.  Are there 
any applications like this already?  Would anyone be interested in 
assisting?
