The latter.  Please read this:
    C:\Program Files\OurInternet\Request Tracker\README.txt

as well as this:
    C:\Program Files\OurInternet\Common\fetchmail\README.txt

An integrated "POP3 settings" tool in the Admin page is planned, but
is currently low on priority, again due to lack of customer interest.
