I had a similar problem. It seems like CPAN isn't configured properly on your
system. You have to configure CPAN before the first use.

Try

perl -MCPAN -e shell

to check CPAN.

I currently don't have a system available to look up the appropriate
initialization commands, but you probably find it in the cpan man page.
