In the contrib area unter rt3 there is also the page buglist, which is used by bestpractical.
With that you get a list of all open tickets in a queue without authentication.

RT. http://lists.fsck.com/pipermail/rt-users/2003-April/013159.html It is an excellent starting point and may even be all you are looking for.
