[rt-users] Creation/Location of *Local.pm files

[Tyler Hepworth]

I am using version 3.0.9-2 installed via Debian package.  GetCurrentUser is
in EmailParser.pm.  I lifted it directly from there into
EmailParser_Local.pm.
