yes, it can. pretend "/usr/bin/perl" is the name of your speedycgi 
executable, and don't try to configure the mod_speedycgi into apache.  
if you rename the speedycgi handler to end in ".cgi" it might just work 
without any httpd configs.  otherwise, just convince apache to run 
".scgi" scripts via the cgi handler.

It will be dog slow.  You might as well install speedycgi and use it.  
it is a very small module.
