[rt-users] can't create new user in RT3.2.2

I've gotten a testcase of the 1.16 bug down to the creation of a single
attachment, but not much further than that. I needed to buy new hardware
to run oracle, which is part of what's cause the slow progress. But
we're getting ever closer.
