[rt-users] Missing formatting in Tabs

I upgraded my test box from 3.2.2 to 3.4.1 and I'm seeing that the left menu 
(Home, Tickets, Tools...) is now in black text and without the horizontal 
bar seperating them.

What'd I mess up?  I cleared everything out of var/mason_data.
