[rt-users] Forbidding attachments

I notice that RT's site config allows one to restrict the size of attachments
allowed with email correspondence to a ticket. Is it possible to set a policy
of not allowing any attachments at all, email or otherwise? In other words,
I want to restrict my RT tickets to only plain text, and force users to
put their files elsewhere.
Will setting the attachment size to zero accomplish this?
