[rt-users] Can't load webmux.pl

I'm trying to get 3.6.1 installed but haven't been able to due to
webmux.pl not loading.  The exact error is

[error] Can't load Perl file: /usr/local/rt-3.6.1/bin/webmux.pl for
server rt.ops.servervault.com:0, exiting...

Not very descriptive.  I checked the permissions on all directories up
to and including bin under the rt installation directory and found them
to be 755 as I expected.  What else should I be looking at as a possible
problem?
