[rt-users] webrt.css customization issues

Yes, I forgot to mention that I had turned on Devel mode as part of my
attempting to make this happen.  Incidentally, I'm not in devel mode
now. I've just tried flushing the mason cache and restarting apache...  

BTW:  I've tried this with devel mode enabled and disabled.

Still no go.

Are there other files I need to customize and copy to make this happen?
Index.html, etc.?
