Stats by individual person was looked at a while ago, but was dropped or
put on the back burner because of concerns how it would fit in with the
privacy laws of some countries RT is used in.

You are more than welcome to contribute patches etc to Kelly, myself and
the rest of the team working on RT::Statistics, which can be
incorporated or possibly supplied as a bolt-on where users would like
that functionality.

I am working on some additional information, including screenshots for
the Wiki in between my day job, family and occasionally sleeping :)
