You'd have to give the Everyone group, 'SeeQueue' and maybe more rights.
The problem with that is that you are giving everyone rights.
Alternatively you could revoke rights to the privileged group on a group 
level, then either create a new group and grant that group rights or 
grant rights on an individual basis.
