[rt-users] Quote client in ticket response?

Hello everyone,

what is the easiest way of disabling quotation for the
answer-button and adding a quote-button to each transaction?

Usually, quoting is useless and bothering but in some cases it is
useful.

(I know the answer-button in the top but people tend to use the button
next to the most recent reply.....)
