[rt-users] Blacklist is not working on 3.6.1

Sorry its me going mad .. being using RT for so long starting to loose 
the plot which was local customisation and which is RT
I was referring to @blacklist in SendEmail.pm , we expanded that into an 
RT_SiteConfig variable ..
Again sorry for wasting your time.
