What happens? I think, from my scenario the last user in the list, the one who should close the ticket can't do this...he can see the CF but has no right to change it, this is ok, the groups in front of this user should do this, .... and yes, you are right if it is mandatory, they have to...

Hmm good question if I think in deep, then, if a user has no right to change the field, it will be better to NOT DISPLAY it for the Create Ticket Time..
