Are you running with the $DevelMode flag on or off? That might be
causing the unwanted caching, as well as the http server.

(I haven't seen this replicated.)

Subject: [rt-users] local/html behaviour in 3.6.4

I've set up the Elements and NoAuth directories within local/html so I
can have localized customizations. Nothing significant, just the Header
logo and color scheme. However, not all changes take effect. For
instance, on teh Customize RT at a glance, instead of having the logo
I've set up, I get the Best Practical logo. Every other page uses the
logo I've set up though. In order to get the color scheme to take, I
have to reload the page a few times.

Any thoughts on why this might be the case?

Mathew
