[rt-users] RT install using Cygwin...

Hmmm, I've tried it from CPAN with launching it from the command prompt
but not from inside of Cygwin.  I'll test that and see if I get any
closer.

Why can't you use CPAN from inside Cygwin?  If you can use CPAN, then
give 
that a shot like everyone else! (-:
