[rt-users] Rt at Glance and upgrade from 3.2.1 to 3.8.0

hi:
 why are you using rt 3.8.0? you can try rt 3.8.1rc2. it is utf8 ok.
if you use 3.8.0, you may need to tune mysql utf8 parameters.
