[rt-users] ExtractSubjectTag scrip missing on upgrade from rt-3.4.4

You're absolutely right.  It will show up in a clean system but
not in an upgrade.

I've forward your message to rt-bugs at bestpractical.com so we
can track this for 3.8.2
