[rt-users] Install norwegian language file

The system autodetects the user's language based on their browser
settings. They can also set their default in preferences.

In RT_Config.pm, you can find the settings to copy to RT_SiteConfig and
force a default.

You can drop new translations in /opt/rt3/local/po
