[rt-users] e-mail not working

Both Global and Queue are set to TransactionCreate.

On the queue or globally?
If they are disabled globally, make sure you don't have queue-specfic scrips
(we disable global and make queue-specific so that not all scrips run on all
queues). Set the ones you wish to use, either globally or per-queue, to
TransactionCreate to enable them.
