[rt-users] Modify "Login" page, is it index.html?

Hello,
 
I'm trying to modify the RT "Login" page to add a few extra links (for going to our custom support ticket page, and a few others) and I'm not quite sure if I'm modifying the correct thing.  I know anything that I want to change needs to be in the local/html, not share/html, directory.  To add a few links above the "Login" section, do I just edit index.html, or is it another page I need to modify?  I don't know HTML that well so I have Dreamweaver and CoffeeCup HTML editors.  I tried looking around the internet and the wiki and couldn't find what I needed to do to add the links.
