[rt-users] Bookmarks bug? Editable query?

Fixed in RT 3.8.1, use "id = '__Bookmarked__'" instead and read
announce of RT 3.8.1 and UPGRADING, there is even upgrade script
etc/upgrade/3.8.1/content for that particular issue.
