[rt-users] New install of rt3.8.1 getting error

Just loaded rt3.8.1 on redhat AS4.5/64. When I try to hit the site, get:

Can't call method "HasRight" on an undefined value at
/opt/rt3/bin/../lib/RT/User_Overlay.pm line 1209. 

What don't I have configured right?
