[rt-users] ISO8859-1(5) issue in search field

Tested in 3.8.1.

* created a ticket with subject å
* searched for Å, RT found the ticket
* searched for a, RT found the ticket, it's mysql specific: A = Å = a
= å according to default case insensitive collation.
