Found it.  I was led in the wrong direction by the only entry in the 
Wiki regarding Dashboards which says.

"You can create, modify, and subscribe to dashboards by going to 
Preferences then Dashboards."

Mayhaps this should be updated to say.

"by going to Tools then Dashboards"

Love 3.8.1, but it will take a little ramp up time since I've been stuck 
in 3.4.2 forever.
