[rt-users] unprivileged users need to log in twice

Yeah, it's a difficult problem. I'll try and build a package with this
patch later on this evening in any case, in case that helps.
Another suggestion would be to give instructions that result in a
file in /usr/local/request-tracker3.6/lib instead.
