[rt-users] Search Tickets for Non-Staff users

Assuming they cannot access /Search/Simple.html already,
we don't use  SelfService, I'd start by copying
share/html/Search/Simple.html, and the necessary support files into
SelfService, adding/removing ACL checks and features as necessary.
