[rt-users] RT 3.8.2 -> 3.8.3 Update/Changes

Yes, there is a database upgrade involved.

Please send the full error message and the command you use
to rt-bugs at bestpractical.com so we can review it.

There were no groups created between 3.8.2 and 3.8.3 so I wonder
what happened.
