Where did you put the image?  I have mine set as:
Set($LogoURL, $WebImagesURL . "njlogo.gif");
With the image in:
/opt/rt3/share/html/NoAuth/images

I am also running 3.8.8.

So I am following this doc:

But I cannot seem to get the new logo to display.  I am running 3.8.8.  

I am running under the assumption that I need to be setting the
variables in RT_SiteConfig.pm, correct?
