[rt-users] Using 'local' - failing

If I want to change the code in
share/html/Ticket/Elements/EditCustomFields by copying it to
a 'local' area, where would that be?

I have tried local/html/Ticket/Elements/EditCustomFields
(with Mason cache clear + restart) and the master copy
still seems to be chosen.
