[rt-users] Can't locate object method "mime_name" via package "Encode::utf8"

For those using Red Hat, use this cpan configuration:

% cpan
cpan> o conf makepl_arg INSTALLDIRS=site
cpan> o conf commit

That way, whenever Red Hat updates perl, packages installed via CPAN won't
get overwritten.
