[rt-users] is AdminCC supposed to copy on ticket Creation

Hi,

I have version 3.6.3 and I'm trying to get notified when new tickets hit
a queue but it doesn't seem to be working.
 I have set my user as both watcher and admincc.

And while I'm at it, should I update from 3.6.3 to current?
