I have similar issue.

I have updated RT_SiteConfig.pm as below

Set($LogoURL, RT->Config->Get('WebImagesURL') . "bplogo.gif");
Set($LogoLinkURL, "http://www.example.com");
Set($LogoAltText, "Ankray LLC");

Copied bplogo.gif to <RT_PATH>/local/html/NoAuth/images
Copied layout.css to <RT_PATH>/local/html/NoAuth/css/web2/layout

and made following changes

div#logo a {
    position: absolute;
    left: 1%;
    bottom: 1%;
}
div#logo a img {
    border: 0;
}

Now I do see a Box on lower left corner which links to correct URL as in
config but I don't see logo.
It is just an outline with "?" in it like it is not able to access gif file.

Any ideas?

Thanks
