You're right; it's perl 5.10.1.
The RT standalone server works fine on its own.
The missing quote was a typo--apologies.

Do you also see this problem if you run RT's standalone server?

This line is missing a close quote here ---^. I'm surprised Apache
started at all with that syntax error.
