It's a bug fix release that addresses a number of visible issues.

4.0.3 is hopefully out soon, with even more bug fixes for annoying
problems.  You may want to pin request-tracker4 from Debian
squeeze-backports so that you get the latest debs from our active Debian
maintainer.
