[rt-users] User Replies to a forwarded requests and receives a new ticket number after replying

Found the issue. 

The subject line was in correct in the template. 

Change the subject line in the template and to Re: [domainname.com #23014]
Subject 

Once the subject had the ticket number in the subject line everything work
again.
