[rt-users] ForwardWithMessage

I would like to implement this in version 4.17 but the documentation does not seem to work.  I am following the doc at

http://requesttracker.wikia.com/wiki/ForwardWithMessage

I also took some stabs at installing from cpan as an RT::Extention but no luck.

Is there some better doc to be had?
