[rt-users] Issue with Users Creation

Hi,

I'm using RT version 3.8 on CentOS 6.6. My configuration
(RT_SiteConfig.pm) looks like this -->

I'm facing an issue with User Creation, I get an message "Could not set
user info" whenever I try to create an user manually.

Is there a different process to handle User creation? Or do I need to
modify any of the configuration parameters to facilitate User Creation?
